Founded by retired Navy Commander Shaun Hand and retired Navy Captain Bobby Hand Jr., HSP was built on a simple principle: organizations deserve a partner that understands both strategy and execution. Hand Strategic Partners was not built in a boardroom. It was built on decades of service.
We are veterans who answered the call twice — first in uniform, and now in the federal marketplace. Our founders bring over five decades of combined military and federal experience, not as observers, but as operators who led missions, managed billions in federal programs, and built teams that delivered results under pressure.
We founded HSP because the federal government deserves partners who understand the mission from the inside — and small businesses deserve an advocate who has sat on both sides of the table.

Shaun Hand
Founder & Chief Executive Officer
CDR, U.S. Navy (Ret.)
Shaun Hand is a retired U.S. Navy Commander and the Founder and CEO of Hand Strategic Partners, LLC. With 28 years of combined military and federal service, she has led intelligence operations, directed human capital programs for tens of thousands of sailors, and served as a senior federal financial manager at Naval Sea Systems Command — where she oversaw contract compliance, acquisition program management, and federal budget execution at the highest levels of the Department of the Navy. Before founding HSP, Shaun served as Founder and CEO of BrookieGirl Bath + Body Care — scaling the company from a single-tent startup to a $1.5M+ revenue enterprise with 5 retail locations in premier shopping destinations across Maryland, DC, and Virginia, where she hired and led a workforce of 100+ employees and held full P&L authority. A Magna Cum Laude graduate holding both a Bachelor of Arts in Accounting and a Master of Business Administration, Shaun brings military discipline, contracting expertise, financial precision, and proven CEO leadership to every mission HSP supports.
Bobby Hand
Co-Founder & Chief Operating Officer

Bobby Hand is a retired U.S. Navy Captain and Co-Founder and Chief Operating Officer of Hand Strategic Partners, LLC. Over 25 years of active duty service, he held CIO-level technology leadership roles at some of the most strategically critical commands in the federal government — including the Pentagon and the White House Communications Agency — where he directed large-scale cybersecurity, C4ISR, and enterprise IT programs supporting national security missions. Bobby brings deep operational expertise in federal technology strategy, program management, and IT modernization.
